When VSS goes bad

So, what I though was solution for my SRM Reports turns out to be a solution for most of our VSS related issues. 9 out of 10 of our Windows 2003 servers have this VSS issue with the symptoms below.
1. "Volume Shadow Copy Service error: Error creating the Shadow Copy" VSS event id 11, 12292 errors in the application log
2. Storage Reports not working generating error event Id 501, 12311 SRMREPORTS
3. ComVault Galaxy reports VSS failed

The fix in convenient ready for batch file format:

[Register SWPRVdll.bat]
CD /d %windir%\system32
After fixing the VSS I discovered that e-mail delivery for rports does not work unless you apply Hot Fix KB914678

    (First I created the batch file)  Running it produced the following goodie:

    C:\\WINDOWS\\system32>REGSVR32 /i SWPRV.DLL
    C:\\WINDOWS\\system32>NETSTOP VSS\’NETSTOP\’ is not recognized as an internal or external command,operable program or batch file.
    (Popup Button Title: RegSvr32 (yellow triangle / !))
    DlIinstall in SWPRV .DLL failed.
    Return code was: 0x8000ffff
    Am I insane?  ha ha *(that ? was  to myself BTW)
    Any help would stop my sobbing/preparedness to slam my cpu against the wall (18 yrs programming and this menial garbage jams me up – pls send help!)
